چکیده

The views expressed in this Working Paper are those of the author(s) and do not necessarily represent those of the IMF or IMF policy. Working Papers describe research in progress by the author(s) and are published to elicit comments and to further debate. This paper examines different explanations—initial conditions, openness to trade and FDI, and institutions—of the Mauritian growth experience since the mid-1970s. We show that arguments based on openness to trade and FDI are either misleading or incomplete, and the transmission mechanism insufficiently identified. However, even when correctly articulated, openness appears to be a proximate rather than an underlying explanation for the Mauritian experience. The institution-based explanation offers greater promise. Ultimately, however, the econometric results indicate that existing explanations may be incomplete. Some idiosyncratic factors, particularly Mauritian diversity and the responses to managing it, may provide the missing pieces in the story of Mauritius’s success. Resistance to Reform: Status Quo Bias in the Presence of Individual-Specific Uncertainty: Comment

Why do governments so often fail to adopt reforms that economists consider efficiencyenhancing? This is the question addressed in an influential paper by Raquel Fernandez and Dani Rodrik (1991). They argue that one of the reasons is that individual winners and losers of reform can often not be identified beforehand. This individual-specific uncertainty leads to a bias against reform. Before tur...

Temperature and Income: Reconciling New Cross-Sectional and Panel Estimates

It has long been observed that hot countries tend to be poor. A correlation between heat and poverty was noted as early as Montesquieu (1750) and Huntington (1915), and it has been repeatedly demonstrated in contemporary data (e.g. Nordhaus 2006). Looking at a cross-section of the world in the year 2000, national income per-capita falls 8.5% per degree Celsius rise in temperature (see Table 2 b...

East Asian Economic Performance: Miracle or Just a Pleasant Surprise?

P UBLICATION of the East Asian Miracle (EAM, World Bank, 1993) appears, to borrow a phrase, to have generated more heat than light. The EAM analysed reasons for the economic success of the eight high performing Asian economies (HPAEs) — Hong Kong, Indonesia, Japan, Malaysia, Republic of Korea, Singapore, Taiwan and Thailand. The hope, at least of ‘neutral’ observers, was that we would be able t...

Are Miracles Violations of the Laws of Nature?

Classical theism holds that God rules the world not only indirectly, by the natural laws established with creation, but through actions or direct interventions that interfere with natural processes and human actions. These direct interventions are usually called miracles. Modern Western philosophy, at least starting from Spinoza and Hume, has defined miracles as “violations of the laws of natur...

Comment on Bordo, Eichengreen and Irwin " Is Globalization Today Really Different than Globalization a Hundred Years Ago? " Brookings Trade Forum 1999

I agree that by now integration has attained a level above where it was before World War I. But I would not quite agree that this view is “iconoclastic.” It is, rather, the conventional wisdom among all non-economists, and perhaps among most economists as well. But it is true that it is a challenge to some things written by Sachs and Warner, Rodrik and Krugman and propounded in this room; so pe...
